CA’s Prison Health Care Administration Director Sued for Whistleblower Retaliation

Susan Lew, a contract manager for California’s Prison Health Care Services has filed a complaint for whistleblower retaliation against Director of Administration Services Mitzi Higashidani after she was harassed and demoted when she cooperated with state auditors in an investigation.

Lew was allegedly demoted to a lower job classification and berated for disloyalty when she disclosed information on the agency’s improper contracting practices which included a $26.7 million information technology contract which was closed without bidding.

In her complaint, Lew claimed that Prison Health Services discouraged its employees from questioning or reporting unlawful non-competitive contracts which would cause the state millions of dollars in medical and nursing contracts.

Lew is seeking reinstatement to her former position, as well as back pay and damages for her severe emotional trauma caused by stress and transfer to another agency.
